The eleventh hour means the latest possible time before it is too late. It is a phrase that means “at the last moment.” It is taken from the Bible passage in Matthew 20:1-16 where Jesus taught the Parable of Workers in the Vineyard.
The number 11 as a whole number is appearing 24 times in the Bible, while 11th appears only 19 times. The number 11 has a negative connotation as it is a symbol of imperfection, judgement and disorder. All thing will be shaken that can be shaken, before he returns. The idea is that all institutions will be uprooted to bring a new world order government for a short time, and it's fall, just before Christ sets up His heavenly kingdom.
